Proposed Projects
The following projects have been proposed but have not begun development yet. This list includes notable proposed developments from Youngstown and its surrounding cities.
Youngstown
Gallagher Building Renovations
The Gallagher Building, located on Hazel Street in Downtown, is a historic building built in 1904 that is currently in a state of disarray. There have been plans to redevelop it for years, but they have never came into action. The previous owner, the Gatta Company removed the popular Cedar's Bar from the building and began working towards a mixed use redevelopment of the building. The Gatta Company was not able to redevelop it, and after much controversy, the building was sold to local businessman Ryan Sheridan. Sheridan hoped to redevelop it by adding apartments on the upper floors and retail space on the first floor. Sheridan has since fallen into legal trouble leaving the Gallagher Building project in an uncertain position. The building is crumbling and is in need of urgent repairs.

Wick Park Firehouse Redevelopment
The Wick Park Firehouse on the corner of Madison Avenue and Elm Street is currently owned by NYO Property Group. Many proposals have been made to redevelop the property into restaurant space, though no solid plans have been made. It would hopefully contribute to the growing Elm Street business district in the Wick Park neighborhood.

Commerce Street Road Diet
Commerce Street is one of the main roads in Downtown. It is currently a four lane road but there are plans to eventually convert it into a two-lane road with landscaped medians and bike-lanes. City leaders hope this will slow down traffic and help link the YSU campus to Downtown.

Fifth Avenue Road Diet
Fifth Avenue, currently a six lane road, is the main connection road between Downtown and the Youngstown State University campus. The plan would apply to the stretch of Fifth Avenue between Federal Street and Park Avenue. The lanes would be reduced to one in each direction, with bike lanes on each side and a landscaped median. This is a part of the city's SMART2 TIGER Grant proposal, but it will likely go ahead even without federal funding. The University hopes it will encourage more development along Fifth Avenue and help blend the campus with Downtown.

Niles
Enterprise Park at Eastwood
Enterprise Park is a proposed office park located on the Eastwood Mall property. It will be developed by the Cafaro Company, who owns the rest of the Eastwood Mall complex. They hope to create a modern and walkable office park. The Mahoning Valley briefly advertised this site as a potential location for Amazon HQ2 in 2017.

Austintown
Austintown Meijer
In 2016, supermarket chain Meijer, purchased the old Austintown Middle School building. They plan to tear it down and build a new Meijer supermarket. The project has been pushed back several times, but construction should begin in 2020. The middle school building was demolished in early 2017. The plan appears to include several out-parcels along Mahoning Avenue.

Canfield
Westford Commons
Westford is a large planned community centered around a golf course in Canfield, OH. There are currently plans to build retail buildings in between the golf course and US-224. Originally, this was meant to be a much larger lifestyle center development. A Courtyard by Marriott hotel has already been completed on the site.

Millennial Moments Joint Economic Development District
Millennial Moments Join Economic Development District (or the JEDD) is a mixed use project in Canfield that is being developed by FJA Developers. It is located on a 111 acre land plot on the corner of Palmyra Road and US-224. The city and township hopes it will be a community for all generations and will encourage millennials to stay in Canfield. The plan calls for 35,000 square feet of retail in a lifestyle center style development, dozens of four-plex condominiums, 51 custom home lots, a clubhouse, and several walking trails. The project should begin construction by the end of 2018 and will be built in several phases.
